Objetivo: El presente trabajo tiene como objetivo diseñar el sistema de vigilancia e inteligencia del Observatorio Científico, Tecnológico y de Innovación (OCTI). <br/>Diseño/Metodología/Enfoque: Se emplea el método de análisis documental, orientado hacia la revisión, la comparación y el análisis histórico-lógico para la recuperación de la información de los 13 ejes temáticos que son objetivo de monitoreo del observatorio. <br/>Resultados/Discusión: Como resultado se obtuvo una estructura sistemática y ordenada de los procesos en el OCTI para el diseño de su Sistema de Vigilancia e Inteligencia que durante el proceso de gestión permiten llevar a cabo de manera eficaz su funcionamiento, a partir de los requisitos establecidos por la norma cubana 1308 del 2019 sobre la gestión de la I+D+i, que contribuye a la mejora continua de cada uno de sus procesos. <br/>Conclusiones: Se concluye que con el diseño del sistema de vigilancia e inteligencia del OCTI se logra una mayor eficacia de sus procesos y una retroalimentación permanente con su entorno para satisfacer en gran medida, las necesidades y expectativas de las partes interesadas. <br/>Originalidad/Valor: Se traduce en lograr un sistema de vigilancia e inteligencia, propio para un observatorio, cuyas líneas de monitoreo es multitemática, por lo que la obtención de la información a partir de los recursos informacionales para los productos y servicios, requieren de mayor complejidad y de un adecuado engranaje de sus procesos. – Los Autores.<br/><br/> |

Objective: The objective of this work is to design the surveillance and intelligence system of the Scientific, Technological and Innovation Observatory <br/>Design/Methodology/Approach: The method of documentary analysis is used, oriented towards the review, comparison and historical-logical analysis for the recovery of information on the 13 thematic axes that are the observatory's monitoring objective. <br/>Results/Discussion: As a result, a systematic and orderly structure of the processes in the OCTI was obtained for the design of its Surveillance and Intelligence System that during the management process allow it to carry out its operation effectively, based on the requirements established by the standard cubana 1308 of 2019 on the management of R+D+i, which contributes to the continuous improvement of each of its processes. <br/>Conclusions: It is concluded that with the design of the OCTI surveillance and intelligence system, it achieves greater efficiency in its processes and constant feedback with its environment to largely satisfy the needs and expectations of the relevant stakeholders of its system. <br/>Originality/Value: It translates into achieving a surveillance and intelligence system, typical for an observatory, whose monitoring lines are multi-thematic, so that obtaining information from information resources for products and services requires greater complexity and a adequate gearing of its processes. – Los Autores.<br/><br/> |
